Yes, back in 2013. Can't remember how long it took.
Someone here (IIRC it is NoWindowSeat) has flown a lot of RJ, he might know more.

I had this problem couple months ago. Retroclaim says points have been posted so two emails to Janica and 6weeks later some ”other department” fixed points for me
I contacted plat line and was told that my 0-points entries was not my flights but something else, and that points would/should appear in 2 weeks time. But lo and behold, half a day later, the 0-points entries were updated to correct number of points. So this issue might still exist.
