Likely because they know that would lead to arbitrage (buy TPs and cancel based on the points conversion rate), which is really not what these are supposed to be about.
Frustrating for those who plan to use the floaters legitimately, but IMO quite understandable why Marriott is not showing its cards. Look what just happened to Iberia with the 9k point promo.
