There are several issues with how you put it.
1. AFAIK (because I have never been there), TLV is the airport with the toughest security in the world. If TLV, based on a quick internet search, does not offer expedited security to the Israeli. Why on earth having GE will give you carte blanche?
2. Not too much politics - if the U.S. and Israel are really that closed, TLV should have been a U.S. preclearance POE.
3. It is not the GE card that makes GE works. Instead, your GE information is assessed to determine you are low risk. A person can in fact enjoy GE without using the card itself. For example, if you don't put your PASS number in the KTN field of your reservation, you will still be subject to regular security even with the GE card.
And I doubt TLV has access to GE information.
4. Frequent visits do not make your low risk in term of security, but they do make you low risk in term of immigration. Also - if you want to be deemed low risk, get a Israeli Passport if you can.
