Uber's business model actually can effectively prevent scammers. However, the reality remains simple and unchanged - Uber is illegal in Hong Kong.
The HKSAR Government has done nothing much to prevent passengers getting scammed. It is simply because taxi licensing is sort of a joke.
a taxi speeding or taking a discounted fare or not goving exact change is equally illegal- yet uber is not illegal to the passenger, just the driver. So the onus is not on (us). And if u are scammed by the uber driver, ure not SOL, whilst you would be for a taxi
