It's not a problem that affects me, but I can see the distinction here and why someone would question this, more so than many of the other repetitive questions about the merger.
Once again, irrelevant:
Scenario A - traveler makes Plat in March of '09 for the first time, and it counts immediately for the 2009 year. They then qualify for Plat 9 more years in a row, with 2018 being the 10th year of qualification
Scenario B - traveler makes Plat in March of '09 for the first time, and it counts for the 2010 program year. They then qualify for Plat 9 more years in a row, with the 2019 program year being the 10th year of qualification (even though the program has changed for 2019, they have this full year to qualify via legacy requirements)
Either way, they have qualified 10 times, as others have noted.
