QR is not a transfer partner from Membership Rewards (USA). The USA transfer partners are listed here:

The suggestion to apply for a "USD" card likely refers to an International Dollar Card, which is issued in the UK. QR is a transfer partner in that version of Membership Rewards, but note the unfavorable transfer ratio:

The ability to transfer points from one version of Membership Rewards to another is undocumented, and some people report requests denied. To move points between programs both accounts need to be in the name of the same primary cardholder. Holding an additional card on another person's account is not relevant.
