Agricultural Inspection at JFK

Hello,

Not sure if in the right forum, but here goes...

My wife and I flew into JFK last night from Curacao. After passing through customs (very quick) and waiting for our luggage (not so quick) we were then ushered (along with everyone else on our flight) to an agricultural inspection area, where all of our bags (along with the rest of the passengers on our flight) were passed through an x-ray machine for an agricultural inspection. This line was long and slow and added nearly 30 minutes to the process of exiting the airport.

Having flown into JFK from other international destinations (as well as into EWR) and never having seen this before I was wondering if this is a new procedure or some random process where select flights are made to pass through this screen (or maybe it had to do with where we were returning from).

Anyone have insights to share?
