On award stays, you should pay any local taxes/fees that are assessed on a per person/room (per night) basis, but not anything that's based on a percentage of the room rate (or other definition of revenue). In some places, these per person or per room fees and taxes are common. However, IIRC there are a few instances of hotels charging these fees (typically to benefit some local or regional tourist board) that are actually voluntary and not required to be paid by either the guest or the hotel.
