A $0.90 charge is likely a local tourist fee that is imposed at a per night/person rate and does not zero out like those based upon room rate. Some properties will absorb these if asked but I never bother since being so little. This is a pet peeve with taxes/fees imposed on travelers that never have the opportunity to vote these in or not. I don't think locals even think twice about the impact of collecting junk fees from visitors. The ultimate in taxation without representation.
