It does seem that way, but there is actually a short curfew for arrivals.

Departure limitations
0120 - Last "scheduled" departure
0140 - Departure curfew starts
0445/0515* - First "scheduled" departure [block time at gate, not take-off time]
0500/0530* - Departure curfew for quieter aircraft ends
0600 - Departure curfew for all aircraft ends

Arrivals are prohibited between 0100 and 0145. I've always assumed this was to keep the runways clear for a maximum number of departures; IAA wouldn't want any arrivals delaying a departure until after the curfew has started.
