"Internationally beloved city"? Sounds like marketing-speak to me.

The bigger news, also found in this article, is that Waldorf Astoria will be opening a hotel in SF. I had lunch with some Conrad and WA sales reps the other day ... and apparently the hotel will be part of a new build in the Embarcadero area of San Francisco.
