I encountered this as well trying to purchase reservations for the Vatican museum. When I called Chase about it, they transferred me to a Verified by Visa team that could approve it while I attempted the purchase.
I had this exact issue with the Vatican museum a few weeks ago. Unfortunately even the VbV team was unable to get that charge approved - it was being approved on the Chase side but the merchant side was then rejecting and reversing the transaction. I had to eventually use another card for the transaction.
Lately the Chase VbV team has been very unhelpful with manually approving transactions like they had in the past. They always say that it is the merchant fault for insisting on VbV verification, but if Chase actually subscribed to VbV like every other bank in the world that issues Visa cards does, it wouldn't be an issue.
At the end of the day though, Chase loses out on the transaction interchange fees if you use another card.
