I was last in this area about 4 months ago, visiting both Joshua Tree and Anza-Borrego. Anza-Borrego is less developed and does reward having an off-road vehicle (along with the skill to use it). I would not regard the Salton Sea as scenic; it's more of a rather depressing oddity.
And the one time I went there (thinking it would be interesting) , I found it infested with flies and insects. Not exactly life on the French Riviera.
