Correct. At most airports (well, at least the >150 airports I've been to), you land, deplane, go downstairs and get your baggage. At PHL, you do the same thing, except insert the words "cross the street", because the bag claim is not even in the same building ... nor the same side of the road ... as the checkin counters or gates.
