Our company has that deal with AA where we can use the $ value (less a name change fee) for another traveler. But, that is just a firm if payment. It earns miles, etc.

I have seen this with my previous employer who were using Expdia's business section, they once in a while would book a ticket using credits available from canceled flights (across our company not just me) and those flights would usual be AA vouchers and not earn anything.
I would still see the normal "charge" for that ticket and do an expense, no idea how finance would book it.
