I'm not 100% sure, since it's been awhile since I made a points reservation, but it may not be possible to use a CDP when redeeming points. Perhaps someone can confirm.

No...because they were never charged in the first place. You pay the taxes when you pick up the car (or, technically, when you return the car and the credit card charge is finalized). Nothing is prepaid when you make the reservation, so there's nothing to refund except for the points that were debited from your account.
