Otherwise, I feel like spending extra $60 on bags negates the points savings.

I am not sure about the reduced fees, but as a HA Pualani, I always receive free bags when booking a UA award and putting my HA Miles number on reservation.

Can you do better just booking the flights outright for .015/point through the Chase UR travel portal?
