Interesting to note that Google Flights does not (by default) highlight the cheapest fare first, it highlights what it thinks is the "best": "We chose these itineraries to give you the best trade-off between price, duration, number of stops and sometimes other factors such as amenities and baggage fees."
Of course, I guess Expedia et al are much more popular than Google Flights (Expedia sorts by price by default but does try to give the flight a "score" for non-pricing factors).
EDIT1: forgot to add, google of course does weight price heavily. E.g LON-MCO, £84 difference with Virgin and Norwegian. Only norwegian is listed as "best". Virgin has wifi, baggage included etc.
