As for the purpose, I'm betting it links to child support requirements. If you have over $2500 in outstanding in child support payments outstanding you're not eligible for a new passport.

That’s not why. HHS gets State to block passport issuance for such US child support issues by using means other than DS-11 field info for marital status/history.
