LarryJ for the win!!! United’s largest EMB-145 partner has not allowed carry on bags since they were an even larger EMB-145 partner with Continental (and they weren’t allowed then either). The company operation specifications dictate that carry on bags are not allowed in the cabin and because of that, the average passenger weights are able to be lower than if bags were allowed. The difficulty and inconsistency in enforcement is probably because of various stations/vendors/flight attendant perceptions of the rule and it’s basis.
