My understanding is that it's the orange tag below that is replaced with a red tag by the agent.
I'd agree it would be more trivial to just include it on the printed bag tag (with the three letter airport code), much like how Delta prints "PRIORITY", but that could attract less of the desired attention.
(Btw if you know why the "V" in CVG is NOT printed in reverse image,
