There is quite a long story in The Guardian about Ms. Hartman, from a journalist who has had direct dealings with her. The gist of the article is that Ms. Hartman has some not particularly serious health issues but the failure to provide appropriate treatment for someone who is also homeless is leading (among other things) to other people losing their jobs over her activities.

It's a tough situation all around. How does one treat someone who doesn't want to be treated? She has been in mental health treatment centers multiple times and walked out. Sending her to a locked facility seems cruel, especially since she isn't doing much harm. Sending her to prison would definitely be cruel and wouldn't help with her underlying problems.
