The flat rate will be higher than the meter rate 99.9% of the time.

And if you are going to catch a taxi from the Departures level, those guys have about 60 seconds to wait around after they drop off their fare for you to come out and hail them before the traffic guys tell them to move on. So there's no "waiting around until they get someone".

If you're the type of person that is more comfortable knowing what the rate will be in advance (and from your posts here....) then by all means offer 400 thb and tell him him you want to take the toll road and the flat rate includes tolls. Really, we're talking about a $1.50 - 2.50 US difference here. If traffic is really bad it may even be close to a "wash", as they say.

On balance, though, you're really overthinking a simple $10-12 taxi ride, in my disinterested third party opinion.
