No, at least not to the outside lanes where the taxis are. Obviously one can move up to the Departure level (4) (from the Arrivals level{2}) within the main passenger terminal building, via elevators/escalators/moving walkways.
You can probably hoist your bag over the barricade, or try to wedge it through the initial opening?
I think most locals go up to level 4 to save
