In fact, JDiver stands correct on this.

The oneworld rules give access to OW FF to J or F lounges, regardless of the OW carriers they opt to fly with. Even with F lounges, OWE should be able to access without restriction. CX Arrival restricts the carrier to CX itself, similar way AA Arrival at LHR restricts access, so it does not fall within the general rules of OW lounge access.
