2. apply online using the link in the wiki the same day
3. re-freeze your reports when your approved.
I wouldn't deal with phone agents.
And yes, even if preapproved, no credit card is given without a hard pull - all the pre-approvals are based on an initial soft pull
Thanks for the info, as well as the other post stating that the banker was able to give info on which credit monitoring service was used. My state charges $10 each for unfreezing (even temp.) and freezing so that is $60, I think. Unless I misunderstood and the $10 for the temp unfreezing means it goes back automatically, which would be $30. I will look into that to see which it is. In the time it took me to log in and type this out I spoke to one of the credit card reps from the number on the mailing I received. He said they check all 2 services, so I could either start the process and unfreeze when it comes to that point or unfreeze first. I choose not to apply until I decide about the unfreezing.
