Its a real pain. If you are on the US Visa Waiver list you still have to apply for the OK to Board and pay your $20 on arrival. If you are outside of those its a nightmare, police clearances and medicals etc, for a visitors visa. Was fun when they implemented it as they didnt actually tell anyone in advance.
