A different question could be - Did the flight leave with empty seats? They could have processed standbys / other IRROP passengers at 7.35pm and the plane left full?

As for rebooking the 12 Pax on this flight, most likely because this was the last flight and there was a slight chance of making it if the conditions were favourable. Better to roll the dice than to immediately rebook for the following day?
