The 12/13/2017 Taipei Times reports this morning that the biometric scanners were procured, against Taiwanese regulations from China. Officials claim there is no evidence that personal travelers information was leaked.
Who knows, but there were underlying claims of corruption with regard to the software vendor as well. And I found this quote from the owner of the vendor company interesting,
