Of course, it’s possible that Delta has (reasonably) decided not to really make that calculation on a case by case basis at all. But that’s not the same as them deciding that the trade off in this case was worth it.
Wouldn’t that compensation be due only for the first segment, not the one that was entirely domestic? And wouldn’t it have been due regardless of whether or not OP was on the domestic flight?

And is it even due since the delay was due to (presumably exceptional) weather?
