Does this brief stop in Accra or Dakkar trigger the requirement to have a Yellow Fever vaccine certificate on arrival in JNB?

In scores of trips through Dakar or Accra, it's never triggered it for me (also US based) or friends or family (easily in the low 100s of trips, total).
