Nope, not in my recent experience (4 flights with short legs in last two weeks). One flight was extra literal in their interpretation... coffee OR water, you could NOT have both (they announced this over the PA prior to service).
Short legs as in under 250 miles, or between 250 and 350? Below 250 don't get the beer and wine option. It's the one between 250 and 350 that you should at least get that in C+ (and liquor if time permits).
