Correct. You cannot get to C gates from anywhere without clearing security.

I'd allow 15-20 minutes plus the time to (wait and) clear security. See this post on how to go from the MLL to C gates. As there are now separate Skyline train stops for B and C, it should be a little quicker to take the shuttle.
