CX (Asia Miles) has the most inventory of anyone. It's their own airline! Asia Miles is 100pct owned by Cathay Pacific. If it's not available on Asia Miles, it definitely isn't available to Alaska. Alaska has noticeably worse award availability than CX Asia Miles, this I can confirm first hand.
I've also read reports here and on the blogs, but cannot provide actual experience, that Alaska has even worse inventory on CX than OneWorld partners like BA, AA, etc. (You can also book CX award tickets using other OneWorld carrier award programs like AA, BA, QF, etc. But the same principle holds....Asia Miles will have the best inventory). Based on this factor, the flow chart for CX award inventory availability is Asia Miles > OneWorld partners > Alaska.
The bottom line is if CX Asia Miles isn't making the award available, then it's not available anywhere else.
