Not exactly. The CHANGES PERMITTED text in Section 16 of the fare rules generally indicates that changes are free of charge. That is in conflict with the Section 31 rules at the bottom of the text.
Typically the Section 31 rules at the bottom have about 6 or 8 sections describing different scenarios (in that same format). The OP only posted one of the sections. My suspicion is that some of those conditions will have change fees because the change looks more like canceling the fare entirely and booking a new ticket, while others will allow free changes ... but it's impossible to tell without having all of them together. It's also possible that the "CHANGES PERMITTED" text in Section 16 is just an error.
OP: Can you say the cities, booking codes, and dates for that fare? That would enable me to do a bit more research.
