Fare Rules -- a set of rules determining the applicability of a fare, the conditions on which it can be sold / changed / cancelled. (note the fare price is not stated and is handled elsewhere. The rules are created for use in booking systems and are written for these systems (computers) to read. They are not human-friendly readable. But with some understanding and patience can be very useful

To find the fare rules of a booking UA flight, go to the reservation on united.com
Scroll down until you see

Select Fare Rules
(occasionally the fare rules will be blank -- unknown why)
but with the fare basis code, that is also displayed, you can go to a paid service like ExertFlyer or KVS to look up the fare basis and then see the fare rules
Or you can call UA and ask


The rules are long and not intuitively organized
For changes / cancellations / refunds. look for the PENALTIES section
also searching for USD / EURO / or currency the tickets was purchased in can get you to the pertinent section

How to read fare rules to determine change / cancellation fees and other limitations

What is the difference between a change/cancellation fee and a reissue fee?

Does a ticket have to be reissued if a flight is changed, but the routing remains the same? What if the date of a segment changes?

For this fare rule for example, there is a waiver of change fees for schedule changes, but there is a reissue fee.

IME, the fees are technically for a re-issue. I haven't done a change like this in a long, long time, but I believe if you make multiple changes at once (i.e. say you make a date change both the outbound and return at the same time), you are only charged the fee once, since it would only be re-issued once. Likewise, when you cancel a non-refundable ticket, the itinerary is canceled and you aren't charged a fee at that time - but is changed when the ticket is re-issued when you specify new flights.

Almost all changes require a re-issue. There are certain smaller changes that don't - changing the date of a ticket on the same routing is still changing the flights, so should require a re-issue. When you get CPU'd, however, this is an example of a change that doesn't require a re-issue.

In your fare rules, I don't see where a fee would be required for a schedule change. In fact, clearly states, 'waived for schedule change'. I know there used to officially be a '2 hour rule' where changes 2 hours or more (or a connection falling below MCT) allowed one to change without fee. And while technically, anything else required one to pay the fee, in reality, most agents were somewhat flexible - you're not going to get a free change with, say, a 5 minute schedule change, but probably an hour, with some agents, perhaps less.

Are you worried about being charged a fee for something other than a few minute change? I wouldn't be.

You're overthinking this. Any voluntary change to your itinerary requires payment of the $240 change fee (unless necessitated by a schedule change of 30 minutes or more).

Without going through the gobbledygook in the fare rules, any change in the itinerary requires the ticket to be reissued. For a restricted ticket, that means involving a reissue fee. UA doesn't charge cancellation fees, per se.

Right. "Reissue," as used in this context, is a generic term that includes revalidation as well. Changing the dates of a flight, without changing the routing, does not require the ticket to be reissued -- merely revalidated -- but does incur a change fee. Except for the amount, which makes me think that this fare is for a foreign market, since change fees are set by competitive pressure on a market-by-market basis, this is essentially boilerplate text.

As Kacee notes, the "schedule change" clause refers to a change on UA's part, not the customer's. If UA changes the flight schedule dramatically, that clause waives the fee for changing the itinerary and reissuing/revalidating the ticket.

Not exactly. The CHANGES PERMITTED text in Section 16 of the fare rules generally indicates that changes are free of charge. That is in conflict with the Section 31 rules at the bottom of the text.

Typically the Section 31 rules at the bottom have about 6 or 8 sections describing different scenarios (in that same format). The OP only posted one of the sections. My suspicion is that some of those conditions will have change fees because the change looks more like canceling the fare entirely and booking a new ticket, while others will allow free changes ... but it's impossible to tell without having all of them together. It's also possible that the "CHANGES PERMITTED" text in Section 16 is just an error.

OP: Can you say the cities, booking codes, and dates for that fare? That would enable me to do a bit more research.

Based on OP's LY status I guessed that it was a fare from Israel, and it looks like the change fee matches most flexible fares from Israel. Below is the full text of the Section 31 rules for (as an example) ULRFILW from TLV to SFO on January 15th. As I suspected, some of the conditions allow for free changes while others require a change fee (emphasis mine) ... but have fun parsing all the boolean logic:

I didn't spend too much time with it, but basically it looks like there is no change fee as long as there is no change to the first flight. (All of the conditions for "Before Departure" with no charge require no change to the first flight coupon, and the "After Departure" section implicitly assumes that at least one segment is flown.)

Yes, actually it was a WLRCILW fare on UA or LH (same) from TLV to IAH

And how do you paste in text so that is scrolls so nicely please?

Interestingly, for the date I checked, that fare has a $160 change fee and a $240 cancel fee, so I'd expect all of those "no charge" sections to be $160 fee sections.

The scrolling is because I surrounded the text in [code][/code]

That's designed for pre-formatted text like fare rules where the indentation/white space is relevant. It also assumes that the original text has it's own line breaks.

Can you cancel a refundable ticket (J) after departure and get full refund?

Wonder if anyone has done this recently. Fare rule says "AFTER DEPARTURE CANCELLATIONS PERMITTED" which to me seems a bit vague. Called in twice to ask and both representatives said (after confirming with supervisors) that after departure ticket would have no value and it has to be cancelled before departure for full refund.

But how is 'before departure' defined? Before door closes, T-1?

I honestly don't know the answer, but I'm curious to know why one would wait until seconds or minutes before departure before cancelling a ticket? I think I've done it 1 hour before, but I've never tried it down to the minute.

It doesn't seem vague to me at all -- it says that you can cancel after departure. You should be able to get a full refund anytime within the validity of the ticket (one year after the original issuance). I'm not sure why you were told anything different on the phone, though. A ticket that loses its value if it's not canceled before departure should be endorsed 0VALUAFTDPT. (Normally, you'd see a combination like NONREF/0VALUAFTDPT/CHGFEE).

For a ticket with this endorsement, I'm pretty sure that departure would be defined as the later of the originally scheduled departure or actual departure time; in practice, I'd cancel before the time when I could be marked a no-show -- the check-in timeline if I hadn't checked in or the door closing time if I had -- I wouldn't care to have to argue that I was marked as a no-show but still cancelled before departure. Those would be T-30/T-15 (minutes) for most domestic locations and T-60/T-30 for most international flights.

Here's a case of guy who used ficticious award tickets to hold back J seats and AA took 60K of his miles. He filed a complaint against AA, and lost.

I think you would be fine with getting a refund. Because 99% of tickets must be cancelled before departure to retain any value, reservations agents would probably repeat what they do 99% of the time when they are correct.
