It is not a standard offer.

1. The card is recently downgraded from "by-invitation only" to open applications. So AMEX needs new apps fast to make this popular.

2. The card has a HKD$7,800 (=USD$1,000) AF. It is expected you won't get the MR until you pay the AF.

3. Hong Kong's credit card culture is not to pay AF (waiver of any kinds). So a reason is needed to encourage applications, especially with one of the highest AF in Hong Kong.

4. Hong Kong's MR does not have the same value as other MRs in the world.
