It depends. Don’t think hotels have a huge selection of toilet paper on hand, there might be a differentiation between rooms and suites, not more though. Usually a brand standard is taken into account, plus local supplier (and customs / culture).
But (!), any decent hotel will go get something for a good guest if it is available. FS HK has run errands for me in the past and didn’t even charge.
