I think so. The PHS is special in my opinion only when you get a good view room, be it harbor or opera. In your case you run a real risk of getting one of their "park view" (i.e., poor view) rooms.
If you have an American Express Platinum card, their FHR booking site can offer some great deals at several high end hotels. I believe the Shangri-La is one of them.
In the alternative, there are a number of well-located mid-range hotels if you don't require "luxury"-such as the Intercontinental and the Marriott (one of my favorites).
As others, as will as I, have noted, the PHS can be a very tight-fisted operation.
