What's allowed and not allowed in terms of Citi PCs seems to constantly change and/or be YMMV (for example, you usually can't PC any Citi card until you've had it at least a year). So I would think everyone simply needs to ask about their own card, and not depend on "stale" datapoints from people in other situations.
Meanwhile, this thread we're in not the right place to keep talking about PCs. It's about retention offers. When you give up on retention, this is no longer the right thread.
The thread that
mia linked above is more for what happens to your TYP points when you cancel/downgrade/etc, not that much about what you can PC to.
