The paid VOA has been relaxed - so many countries that visit Indonesia no longer need to pay for a VOA but just get a 30 day non negotiable visa on arrival.
Hence the lines do not exist
Its not really necessary anymore, I used to use this service and it was great but not really worth the $$ anymore
