I've only have a couple of properties give me one without asking, but I have had high success with asking (no begging involved).
When I checkin and they start to tell me where they've placed me, I turn up the Texas accent a bit and politely but forcefully say, "do ya'll have any suites available tonight?" When the Hyatt site shows an available suite, I've had basically a 100% success rate.
It's clear the staff at these places know the policy, because they immediately acquiesce and accommodate without asking a manager, etc. Pretty sure the general training approach (at least at US Hyatts where I'm predominantly at) is "give it to them if they ask, but not don't be proactive."
This wouldn't surprise me.
