Am I understanding this thread correctly that I will clear immigration, then customs with my carry-on bag, then can proceed to my gate (with no need for the train since I'm still in the South terminal, right?). Will I need to clear TSA again?

Since Victoria does not have pre-clearance, you will have to go through immigration and customs in SeaTac. To make a connection, you will need to clear security again. There is no guarantee that your flight to Atlanta leaves from South Satellite though.
