Well my membership level dropped one level and I could still grab a car from the Executive Aisle and have done this many times since. No one at check out has ever said anything about it. So the only difference I see in membership level with National is the number of credits needed to get a free day went from 5 days to 6 days but I can still choose any car from the Exec Aisle.
