There was an enterprising operation called "Taxi i Stockholm".
There are some legitimate low cost operators in Stockholm that undercut the big three (Taxi Sthlm, 020, and Taxi Kurir.) There is an outfit called Taxijakt.se that uses an Uberlike app to link small taxi operators with fixed fares like Sthlm to ARN for SEK 370. No idea if it is reliable. You can also call them.
Taxi Solna also specializes in low fares to ARN.
For tourists I recommend 020 since they are easy to distinguish (yellow) and I believe that their meter fare is the lowest of the big three.
Down south I recommend Taxi Skåne. Mention that you work for a big company down there and you will get a good discount on your fare.

Finally, an important point is that there is no obligation to pick the first cab in a rank in Sweden. Invariably, the guy in the first spot is a scam artist.
