I've never flown out of BWI, but I do note that in United's Contract of Carriage, there are two airports specifically listed as requiring domestic check in by T-45, as opposed to T-30, even with no checked luggage: BWI and SJU. I doubt they would do that unless there was a history of delays between the ticket counter and the gate.
