The Business Class seat upgrade was done exclusively at HAECO in HKG as a part of the C/D-Check. The 1 confirmed Premium economy upgrade was done I believe at Boeing Field (IIRC). It's not clear just yet (to me) where the remaining PE updates will be accomplished.
