This is really a great thing. Too many people go to Italy without seemingly realizing that it's a place where people live. It's not a theme park. The article mentioned that Rome has banned outdoor drinking after 10PM. This is an effort to reduce rowdiness. Interestingly, the Mayor issued the ruling and it includes all of Rome, even Ostia. She exempted only one neighborhood; Ottavia. Ottavia is the neighborhood where she lives.

The fact that she left only her own neighborhood exempt led to an immediate protest movement. Saturday night over 4,000 Romans took to the streets, six packs of beer in hand, and marched to her apartment where they stayed up most of the night drinking outside of her window shouting things such as, "Why is it only legal here!"
