Incidental spend on redemption awards earn points. It's not unreasonable for the OP to expect points (plus bonus) for his $190/night incidental spend.
In the past (when I wasn't Plat) I upgraded an award stay in London & received points. Never occurred to me that I wouldn't get them.
I disagree w/ you re: the onus is on the elite to prove they're entitled to points. I think the onus is on Marriott to prove they're not entitled to points & to point (pardon the pun

) to a specific clause in the T&Cs that says someone isn't entitled to points.
I think, since RI only grants points on room & the OP was upgrading a room, it was worth the try to get the points. Again, if Marriott wants to say upgrade costs don't earn points it has a very easy way of enforcing it. Put it in the T&Cs.
