I called to ask if I would have to pay a re-issue fee if I confirmed Y+J now and later issued J+J if I managed to confirm J at a later date per this. However, I tried asking (very nicely) if they would consider releasing J inventory for a DM member, which (after a brief hold) they were able to do!

Double issuance fees successfully avoided! At least this time around
